SRC14: Consider standardizing proxy owner storage slot

In order to future-proof the standard against changes to storage slot calculation; the proxy owner slot should be standardized.
As there already exists a section Optional Public Functions in SRC14 that references a proxy owner, this could be added into SRC14 itself; otherwise SRC14 could have an extension standard for ownership that specifies the storage slot to be used for the proxy owner
