Question about how the webhook works, does carrier information get pushed out to discord whenever the carrier is moved or services change?

No, Discord webhooks trigger only when a market update is sent, a calendar event is created, or when a jump is started (or cancelled) with the FCMS plugin for EDMC installed on the same computer that runs E:D.
Closing, not an actual code issue.
