New checkbox styling is not accessible

Describe the bug
Checkbox lacks a "hover" or "focus" state to use when focused by tab select.
Expected behavior
checkbox should have special styling when selected by tab selection.
Steps to reproduce
- go to page with checkbox (
/register) - tab around
