Add retention schedules

We'd like to start sanitizing issue/email data once it is no longer needed.

For both the Issue and Emails models (and anywhere else email-specific information is stored), let's add a task that changes the subject/body content to <redacted> after 1 week. It should run once nightly.

Sound reasonable?
