Expected Behavior: Bees shouldn't despawn at all, regardless of the conditions present.

Actual Behavior: Bees despawn when they're not bred together, nor do they spawn in like other animals do, effectively resulting in bees being made extinct over time if the player doesn't act quickly, which can seriously mess with the flow and balancing of certain modpacks.

You CAN create new bees by growing oak and birch trees next to flowers (5%) so use that as a temporary solution until they fix it
