ExtData RC and yaml files point to an incorrect version of CEDS

A bug was recently discovered in the CEDS emissions dataset in which the seasonal cycle is reversed. Revised data was acquired and tested by the GMAO. The *ExtData.yaml files need to be updated to point to the correct data.
