Photo details not loading due to GH-1859

Current behaviour
The photo endpoints in the JavaScript are incorrectly set with /en or /nl. With the changes from GH-1859 this is no longer allowed.
Desired behaviour
Should use /api as root.
Steps to reproduce
Open a photo while logged in and observe that tagging or voting is no longer possible. Tags also display "Cannot load tags". Inspecting the network requests shows a 404 (as expected) for the details endpoint.
