Point Win32 users to MSYS2/MinGW

The Aspell windows binaries are ancient and no longer maintained, they should be archived and instead users should be encourages to use the msys2/mingw builds: https://www.msys2.org/

This may chance if someone ever steps up to provide native binaries for the Windows platform.
