On 'Browse Projects' sometimes only 'ALL' projects show and none of the agencies on the left are displayed

Expected Behavior
I expect to see all the agencies listed out on the left under 'All' (This is also happening on the homepage in the Browse Agencies dropdown)
Current Behavior
Agencies are not showing up (see screenshot)
Possible Solution
Not sure
Steps to Reproduce (for bugs)
- Click on 'Browse Projects' in nav

Unable to filter projects by agency

- Browser Name and version: Chrome Version 66.0.3359.139
- Operating System and version (desktop or mobile): MacBook Pro High Sierra
- Link to your project: https://code.gov/#/explore-code/agencies/All

@froi , This seems like it's probably an issue on the backend (you may already know this). The API calls seem to be going through, but returning zero. But I'm far from certain. Is it possible that code.gov is being rate limited? Let me know if I'm wrong though and I can look at it more (when I can)
