Expected Behavior
The Code of Conduct file is mentioned/linked to from Contributing.md.
Current Behavior
The Code of Conduct file is not linked.
Possible Solution
In Contributing.md, add a bullet point to the 'How to contribute to code-gov-web' section that states:
We want to ensure a welcoming environment for all of our projects. Our staff follows this Code of Conduct and all contributors should do the same.
