Solution For Maximizing Innovation In Procurement

Please tell me who in the Government might be interested in the following solution.
THE PROBLEM: The Government is missing huge opportunities to streamline operations and cut costs because of a problem in the acquisition process.
Acquisition would like to ask contractors to bid their best ideas for meeting objectives, but articulating those objectives is often difficult. Personnel can describe the work to be done, but describing objectives is harder. The result: Bidders repeatedly propose old solutions.
THE SOLUTION: An easy methodology for identifying and articulating project objectives for RFPs. (I can describe the methodology.)
EXPECTED RESULTS:
• Better innovation
• Streamlined RFP development.
• Enhanced morale in the Acquisition workforce with a powerful new ability to support innovation
