Add additional language around disabling sections

• Some additional language on the question on the About page that explains how to re-enable sections from each page.
• One sentence helper text with the Disabled? button on each section.
• Is "Disabled?" the best label?
• Copy to encourage users to write a Note for disabled sections
• Should we move the Disabled? checkbox to above the Notes field to encourage people to fill it out?
• Copy on the Report page for tables that have removed by the disabled feature but do not have Notes written.
