Consider a refactor impact tool or workflow

In a co-working session, today (9/10/24), Gray mentioned the concept of having a tool (or workflow/process/etc) that could measure the impact of any pending refactor by running the scan, locally, for a small subset of sites.

The tool would scan x number of sites without the refactor applied, then scan x number of sites with the refactor applied, and compare the results and produce statistics on the deltas.

I think such a tool is entirely possible, so I am creating this ticket for it, but it could be a moderate lift (e.g. perhaps a full sprint).
