Analyze scan data quality

After the new Target URL list has been integrated into the system and the scans have had a chance to run, we need to look at the resulting scan data to generally validate it.

• Confirm that the system is scanning the new target URL list successfully.
• Create the data integrity checklist - 18F/site-scanning#855
• For each field, look at the resulting data, take previous analyses and document what validations we are looking for.
• For each validation, note how the current data has done.
