Add Utility Partner Styling + Functionality

Add utility partner should create a new utility partner in the database that can be selected by AccessH2O. In addition, the fields + styling should be changed:
- Creating a new utility company is like creating a new account that can be logged into
- Remove Property Address, City, State, Zip, Notes fields and replace with 2 fields: Password and Confirm password
- Utility companies should be able to log in with the assigned email and password
- Though the fields aren't the same, styling (fonts, spacing, etc.) should match the Figma
