Remove "Add to Report" Button in Public User View

Description
- Currently the add to report button is visible in the public web app view (public = user has not signed in and only has access to digital library)
- We need to remove the add to report button in public view because it is not relevant to the user.
Acceptance Criteria
- Remove add to report button in public view of web app (user has not signed in)
- Add to Report Button should remain in Admin + General User View
