Upsell dialog for backup and restore feature

Given that this feature is buried in settings, it's hard to find.

1. Only show the dialog once, similar to other instructional dialogs
2. If they have premium, take them to the backup & restore page
3. Otherwise, direct them to the Buy Premium page with a toast letting them know it's a premium feature
