Notifications count inconsistencies

A user reported this issue during testing:
- restarted the app
- notification count showed 14
- upon navigating to the notifications page, notifications count changed to 4
- actual page showed only 1 notification
We'll have to think about how to better handle / explain incomplete gossiped data & count_links vs get_links results.
