Add info to the `Claim Parcel` panel to help users make claims

Description
PCO is unfamiliar to most users, so we need to provide more/better information to help them to understand the claim process.

Requirements

• Update all the claim window headers from "Claim a Parcel" to "Claim Parcel"
• Add text above the Claim entry fields, but below the header (on mobile & desktop):
  • "Claims require a one-time 0.005 ETHx payment. 10% per year of your For Sale Price is required as a separate streaming payment."
• Update the tooltip text for the "Claim Payment:" field
  • "Parcel claims require a flat, one-time payment of 0.005 ETHx. This is enforced to prevent low-value claims and squatting."
• Update the tooltip text for the "Stream:" field
  • "Once opened, your pro rata Network Fee stream is deducted from your ETHx token balance every second. The value shown here will be added (or subtracted) to your current Network Fee stream."
• Add a new summary field to the Transaction Summary for Claims only:
  • "Year 1 Total: {sum of claim payment + 1 year of stream + buffer}"
    • Tooltip text: "This projection is provided for ETHx token budgeting purposes. If you update your For Sale Price or sell the parcel, your required outlay will change."
