Update Homepage for archive

Update content (ie. usage scenarios) on the bottom of homepage to reflect long-term archive and final impact of the Atlas project.
Consider including:
- Atlas stories
- Atlas research articles
- Atlas final evaluation report
- Atlas community workshops
- Atlas learn toolkit.

- Remove pop-up
- Add snack bar on Stories to upper right
- Switch over content in white space section @Makosak leads
