Making Category does not save any sub actions

mc 1.16.5, can be contributing to the issue in #120

looks like my config file is shoving the subcategories at the top of the file rather than the bottom, which might be the issue

Should be fixed in the Minecraft 1.19.4 version of MineMenu :)
