Improve Nav

Improve nav by making navbar fixed or triggering a vertical fixed dot nav on the side after the user has scrolled beyond the bottom of the top nav bar

As part of this, add a priority nav for when we add more links in the navbar

Also as part of this, redesign the header as per suggestion from Justin Bui, graphic designer. Perhaps add semi transparency on the top nav
