Mail to hpctools@pnl.gov bounces

When failures occur by running make check, a message says to Please report to hpctools@pnl.gov, but mail to that address is bouncing:

We should replace that with a link to https://github.com/GlobalArrays/ga/issues but I'm going to let someone else implement it.
