populate_data.cgi using wrong config paths

populate_data.cgi?method=get_oids should pull data from group configs in /etc/simp/poller/groups.d/

populate_data.cgi?method=get_hosts&group=vce needs config path update to /etc/simp/poller/hosts.d/

populate_data.cgi?method=get_groups&host=156.56.6.221 needs config path update to /etc/simp/poller/hosts.d/
