Like subscribers and donations, make a notification for new followers for your channel. Helpful for smaller streamers.
Make sure to check for duplicates/spam.
Similarly to #107 we want this to be able to be notified in the System Tray if desired.

As of now, it's just a SystemTray notification.
This can be re-opened in the future if people want it to be a chat notification.
