Sometimes plugins don't seem to enable

So, it seems that if you edit the plugins.ini file with Notepad, no changes are applied whatsoever. They only seem to take effect when using Notepad++, in my own experience as well as a few others. Editing it via PS4 Xplorer's text editor renders similar results. What is exactly happening?

Notepad may save file with utf8 + BOM or utf16. Same for PS4 explorer, it saves file with utf8 BOM I think.

Sorry for taking so long to return to you, Illusion. I've been running some more tests, and it seems the only guaranteed method of adding new entries is to edit the plugins.ini via Notepad++ and sending it via FTP, otherwise it doesn't work at all. For instance I attempted the new Street Fighter 6 FPS patch fix and it doesn't trigger at all, same went for Bloodborne's debug menu plugin, until I did what I previously mentioned.

Will there be a better way of going through this? Not a demand or request, just a question. My computer's got only one ETH port so whenever I need to FTP it goes completely offline and I gotta deal with changing IPs constantly.
