VPC networks cannot be deleted for RAG deployments if a private connection to CloudSQL is established

It is currently not possible to tear down a successful RAG deployment because the private service connection to CloudSQL requires a 4 day waiting period before being deleted. This is also reflected in our CI tests where deletion never succeeds.
