Service Management API has not been used in project when creating playground

I get a 403 error when trying to deploy the playground:

Error: googleapi: Error 403: Service Management API has not been used in project mlops-platform-417609 before or it is disabled. Enable it by visiting https://console.developers.google.com/apis/api/servicemanagement.googleapis.com/overview?project=mlops-platform-417609 then retry. If you enabled this API recently, wait a few minutes for the action to propagate to our systems and retry.
