This test failed!

Looks like this issue is flaky.
I'm going to leave this open and stop commenting.
A human should fix and close this.
When run at the same commit (7ef622c), this test passed in one build (https://console.cloud.google.com/cloud-build/builds/083084b9-b7cc-4a52-84d3-6c70b4f1e0d6?project=59815374030) and failed in another build (https://console.cloud.google.com/cloud-build/builds/9a5fe5a2-a467-466d-9811-d08737257c56?project=59815374030).
This test failed due to a 503 error in resource clean up. If it becomes more flaky we should add retries.
