Export instance connection name parsing

The proxy is currently duplicating the parsing log (link). This is a feature request to make the parsing exported so we can use it in the proxy and avoid the duplication.

This is cheap duplication and not worth the effort unless there's another customer need here I'm missing. Closing this for now, but happy to re-open if someone else is interested in this.

We'll be adding some additional functionality to instance connection name parsing and want to de-dupe this code.
