Expected Behavior

Terraform Plan succeeded - failure was on Apply

Actual Behavior

3 Errors of the same type:
Error creating AccessLevel: googleapi: Error 403: Your application is authenticating by using local Application Default Credentials. The accesscontextmanager.googleapis.com API requires a quota project, which is not set by default. To learn how to set your quota project, see https://cloud.google.com/docs/authentication/adc-troubleshooting/user-creds.

Fault still arose even when manually setting a quota project.

• I was using the Walkthrough at https://console.cloud.google.com/?walkthrough_id=security--secured-data-warehouse-simple-example
• everything was being from from Cloud Shell
