Release gli on PyPI

We would like to release the GLI package through PyPI. A few things need to be done:

  • Come up with a name in PyPI since gli has been used.
  • Add a make release feature to our Makefile.
  • Upload the first release to PyPI and/or
  • Figure out the PyPI workflow on GitHub
  • Figure out how users can call get_gli_dataset() without datasets/ folder.

Additionally, the PyPI release version should contain an empty dataset folder.
