Audit help question mark tooltips and hover states to only be active on page links

Is your feature request related to a problem? Please describe.
Currently whenever there is a '?' information icon, this on hover shows a tip. It also seems to be a link even when pages don't link to it for more information.

Describe the solution you'd like
The recommendation is that this only be a link when it goes to a specific page. Otherwise, just show the information on whatever tip.
Additional context
It might be good to note with the icon to show external links that this goes to documentation, opening it and also to open in a new tab. The experience of having you move from the screen is jarring. Later iterations would consider more in-inline but this is fixing for now what is there.
