Improve Enterprise changelog, documentation

The Enterprise changelog is lacking information needed to fully understand its content.

Context

Since users don't have access to the Enterprise issue tracker and the additional context it provides (often very useful when reviewing changes in the open core+plugins), it can be difficult to determine what some of the changes actually mean (particularly if the summaries are terse).

For example, the Enterprise 4.2.0 changelog mentions "watchlists"-- but the only documentation reference to that is in the changelog itself (FWIW it's also not mentioned in the 4.2 announcement blog post). Currently, without actually upgrading our "Enterprise" environment, it's difficult to determine what this feature does, its configuration options, etc.

Expected Content

The Enterprise changelog should be very detailed, and when appropriate link to related, up-to-date documentation. Notable changes should be documented before, or not long after, an Enterprise release, so customers don't need to guess before actually doing an upgrade.
