Newly registered tree tracker users not showing up on Capture page.

Describe the bug
After creating several users on Tree Tracker,still not able to find users on Admin Capture page
To Reproduce
Steps to reproduce the behavior:
- Create register users on tree tracker.
- Take pictures on the user account.
- Upload pictures
- On the admin website, navigate to the Capture page
- Search for the users you have just created. I have tried to search by name and email with Filter set to "Select All".
Expected behavior
Records of users displayed on Search Results page.

Just reproduced on build 194. Grower ID is: azaleaflowers@flowers.com. the organization name is: WeHope
HI @nprude so the treetracker app is an offline first app so when you create an account or capture trees everything is stored locally on the app till you upload trees.
