Add key/value pair support for settings in API layer

As API layer develops, serialized settings that are easy to modify external to application, plus ability to reload while adapter is running, will be necessary.

Key/Value support needed at a minimum.

Allowing changes using the Data Molding Manager tool under Settings Menu and perhaps browsing to select config file to manage would be useful.
