Copy Contributors is somehow slow

Its slowing down builds a lot, and it's just a copy operation.

I'll probably add it to the workflow for GH's CI. That way we can just move it to where it needs to go.

Now this is in CI, we should skip it for CI related builds. Not quite sure how to do that, but probably a build flag to be passed in.
