.30-06 Clips not working in Loadout

I'm not entirely sure how this used to work given the code that exists, but currently only the 7mm clips are able to be given via loadout.
Whether each clip gets its own refid or I add a single new dummy class that gives the proper clip based on CVAR value, remains to be seen. I'm leaning towards the latter but if that doesn't work I'll look into the former.
