Is there a README file that I can refer to that can set up the fhir IG on my custom URL?

Not sure what you mean by 'the FHIR IG'. Templates are used with the HL7 IG publisher. You can find some documentation here on how to use the IG publisher, and documentation here on how to use or extend a FHIR IG template
