Creating new project issue

Creating new configuration for new project and getting this message . . .

Project is new and no other config exists, cant seem to find where file is being used otherwise

I see. I tracked it down in a database, and removed it. I also went ahead and added all of the relevant files to the project along with a configuration. There are total of 3 files.
