Termination detection in sequential simulation

Termination detection is unfair in the comparison between the sequential execution and the parallel one. In particular, sequential simulation works by default in incremental, while the parallel one uses the check for unstable parameters.

This should be made uniform, and an additional termination detection level (accurate?) should be added, to run termination detection in an accurate way.
