Fix and Test Windows Batch Script

Currently only the Linux / Mac start script to start a local Metanome version is tested.
For Windows the Batch file start two Tomcat instances (Backend & Frontend) but closing them
when the Command window is closed doesnt work currently.
The Metanome Backend and Frontend instance running on Windows has to be closed using the task manager.
