Change root pom file so that successful tests are also successful when building via maven

regarding the latest pull request #400, it was revealed that the failing tests only appear when maven is built even the tests themselves are succeding - this issue can be fixed by adding additional configurations to the maven-surefire-plugin: https://stackoverflow.com/questions/3365628/junit-tests-pass-in-eclipse-but-fail-in-maven-surefire
