Prepare for the July 2022 crawl

There's still some outstanding work that needs to land before we're ready to kick off the July crawl:

• @rviscomi will merge the parsed CSS custom metric
• @rviscomi will create and merge a PR to exclude that custom metric from the usual HAR data in BQ
• @giancarloaf will complete the testing of the new combined pipeline
• @giancarloaf will integrate the summary info into the all pipeline
• @giancarloaf will start the streaming Dataflow job once all pipeline code is finalized
