Update project ranking table to consolidate how URLs are displayed

Currently, this is how the rankings tab under Project Status looks like:

We'd like to remove the DevPost URL column and instead just have the devpost url next to the project name, all aligned and displayed like a link similar to how it is in Project Gallery
