Fix Manual Assignment

Manual assignment should queue a project to a judge. Right now it says that if a judge has a project started, they can't be given a new one. But during expo, judges are always going to get a new project assignment on refresh so there is no way to manual assign a project unless you make a new judge who hasn't started judging yet
