Crafting and discussion of the team's plan

The purpose of this task is to figure out how to achieve objectives described on the statement page.

I think what the CTF can do as a start to the Team's Plan should go as following that we start by hiring a small team to work on it they can be the OG's of the programme for HE2 and a small incentive is you can get a few perks from assisting.
A good way to optimise the contribution process is to give trusted members of the CTF access to open, close, assign(tags), remove(tags), And basically Write Access and if you are worried about them pushing PR's to the repo I know how to fix that.
Assess participation, environment and wishes of the community. - This can be done by creating a way to feedback without that much effort such as the Discord suggestions page. (https://feedback.discordapp.com/forums/326712-discord-dream-land) it can help as its minimalistic to vote, etc.
Proactively detect and resolve problems and flaws within the community. - This can easily be done by offering rewards to users who can find genuine problems such as if they find 10 problems they get a certain perk just like the donation tiers, etc or referrals & similar things.
