Haidra-Org/hordelib#279 highlighted there are too many places we make decisions on payload to pipeline. Refactor this to:

  1. Make it easier to understand
  2. Put it in one place if possible
  3. Ensure we can handle jobs with no source mask
  4. Ensure we clearly understand the implicit and explicit behavior of hordelib
