Has ANET changed their IP limits?

Anyone else experience issues since SOTO launch? Seems my IP gets a temp ban after logging into 4 or so accounts, even if they were done slowly 1 at a time due to needing to spam tomes to hit level 80 for new daily rewards. Changing IP addresses/using a VPN bypasses is which is what makes me believe it to be a temp IP ban.

Update: I guess ANET just hates my normal IP address logging into more than 3 accounts I trigger the temp ban every time. Yet I can login the same accounts via VPN as much as I want.
