win 11 new install can't find gw2

brand new pc, new installs of Gw2 under both steam and regular.
When either GW2Launcher-64 or GW2Launcher is run, either with or without admin privs, a pop-up message says "Unable to find Guild Wars 2 installation" and app exits after 'ok' button.
My installation process for GW2 was odd, maybe I missed getting some required registry keys added? (I copied files over from the steam install to avoid having to download everything twice)
But I understood that the program would prompt me for the GW2 location, and it's not.
My non-steam install was initially under Program Files, so I moved it out to C:\Guild Wars 2.
I tried putting the launchers in the same folder as the GS2-64 exe.
Sorry to bother you, searching and reading all the old bugs doesn't turn up an answer for this, I tried.
It doesn't sound like you're running this Gw2Launcher. There is no error message like that and there's only "Gw2Launcher.exe", unless you're saying you renamed it to "GW2Launcher-64.exe".
For comparison, if it was your first time running Gw2Launcher, it'll start with a quick start that will automatically get the location of Gw2-64.exe from %appdata%\Guild Wars 2\GFXSettings.Gw2-64.exe.xml. If it can't be found, it simply asks where it is.
There was a single Google result for GW2Launcher-64.exe (and GW2Launcher,exe), which is apparently a Chinese program. Note that isn't this. If by chance you are trying to run the Chinese version of GW2, it's not really supported by this Gw2Launcher, as the Chinese version doesn't support running multiple clients (it'll eventually crash).
